Conference Overview

The R2000-1 rate case is now being argued before the Postal Rate Commission (PRC). The PRC recommendations are expected by November 13, 2000. The US Postal Service Board of Governors is likely to make its decision to accept, accept under protest, or reject the PRC recommendations at its meeting on December 4-5, 2000.

GCA's 2000 Rate Case Conference will begin the next day, keynoted on December 6 by both of the key players in the rate case: Deputy Postmaster General John M. Nolan, and Postal Rate Commission Chairman Edward J. Gleiman. Accompanying them will be postal experts from around the industry, to provide a full understanding of the thinking behind the rate case results.

We'll then move to the first objective of the conference-to help you reduce the impact of the R2000 rate increase. Our experts will slice and dice the results to help guide your mail preparation, consolidation, transportation and entry approaches.

While we are planning the practical, technically-oriented conference for which GCA is famous, we're not forgetting the broader issues. Outstanding spokesmen will be there to help develop your ideas on what the industry and the Postal Service need to do together for overall cost management in the future.

A topical outline for R2000:
What were the results?
How do the results differ from the original USPS proposals?
How will the results affect your daily business?
What are the new opportunities?
How can you minimize negative consequences?
Some questions we'll answer:
What is the final projection for the overall USPS revenue requirement?
Were proposed 15% increases for periodicals reduced?
By how much were costs of flats processing improved?
What is the outcome on First-class issues?
Who are the winners and losers on Parcel issues?
What are the details on drop shipping, presort and automation discounts?
What about address quality incentives?
How complex are the new mail preparation regulations?
