Presort and mail make-up rules that are a part of every rate case require detailed analysis to determine their full effect for any particular volume, class, and penetration level. Panel 1-Inkjet Reordering

Postal auditor demands for exactness in mail make-up defy the realities of bindery operations. GCA's POISE Group (Printers' Operational Issues Study Effort), had been meeting with Postal officials to establish a workable approach to a problem that isn't going to go away. Leading the POISE Group is MTAC Chair Joe Schick who will moderate this panel on what's been done, and what new policies and procedures to expect; also includes MERLIN tests and deployment.

Panel 2-Package Integrity

An extensive data collection effort has resulted in an array of statistics clearly demonstrating the extent and sources of the problem of broken bundles that eat up time, productivity and money in Postal facilities everywhere. The data point to the steps that the mailing industry needs to take in equipment, supplies, and the process itself. Leading the Package Integrity Work Group has been Russell A. Shores who will moderate the panel on what's been learned, and what to do about it.

Postal Service responsibility for revenue protection continues to plight the mailer when the rules and rulings can be unclear and changeable. Some progress has been made since the release of the auditors' checklist last summer, but more work needs to be done. This analysis should help the mailer while outlining more areas for needed procedural improvement.
